152. The following telegram was sent to the Legation in Honduras:
“November 27, 3 p.m. With reference to your telegram of November 26, 10 a.m. to the Department.
The Minister for Foreign Affairs informed me today that he did not consider that the Honduran reply makes it sufficiently clear that the Honduran delegate will be given absolute freedom to discuss any [Page 973] phase of the boundary question and that therefore the Government of Guatemala feels that under these conditions it is useless to call the conference.”
