Supplementing my telegram No. 68, April 11, 4 a.m. All of President Leguia’s propositions or acceptances are predicated on the assumption that if and when Chile and Peru agree, President Hoover will offer the compromise as coming from him and both countries will accept it. The understanding, of course, is that before President Hoover makes the final proposition both countries agree to accept its terms.
