40. Today Ambassador Figueroa notified me that the Chilean engineers would reach Arica today or tomorrow. The Peruvian engineers will leave Lima on the morning of March 22 by airplane for Arica.
I believe the Tacna-Arica question will be practically settled if a suitable port with proper railroad connections can and will be constructed by Chile for Peru at either place suggested by Chile, and if President Hoover will consent to present the agreement as his proposed solution.
