18. Your No. 25, March 2, 1 p.m. Thanks for the reply. In No. 19, February 21, following item (6), you say: “In addition to this, there would be a division of territory by which arrangement Peru would receive Tacna, and Chile, Arica, as originally suggested, except a small piece of Arica territory which Peru would receive for the new port.” My understanding of this is that the line of division will run just north of the railroad all the way from the Bolivian boundary down to the sea; the line will not in any place exceed 10 kilometers and in many will be very much less. In any event, it is to be just north of the railway. Was this suggestion handed to the Chilean Ambassador on Thursday, February 28?
