21. This morning I saw President Leguia. The President said that he would submit a report to Ambassador Figueroa on February 28. President Leguia is not submitting the report as a proposition, but I personally believe that he would settle the Tacna-Arica question on the basis I suggested and in conformity with my 19, February 21, 4 p.m., if, in addition thereto, Chile would pay $3,500,000 for the construction of a new port in lieu of damages to Peruvian citizens.
