141. Your 84, December 1, 4 p.m. Colonel Moore of the American Naval Mission is being sent by President Leguia to examine the port of Arica and vicinity to find out if another port could be established north of and near the port of Arica, or if a small part of the north end of the Arica port would meet Peru’s requirements for an outlet from Tacna. If this can be done, there is a possibility of a settlement of the entire Tacna-Arica question within a short time. I promised this would be regarded as confidential. It will probably be two weeks before a report can be made.
