78. Referring to my telegram number 59, June 9, 11 a.m.41 I am informed by Wescott, Shell representative, that he has been instructed to accept a settlement of company’s claims for expropriations on the basis of actual physical valuation, plus eight per cent, plus legal interest from date of seizure. The Shell group has renounced its endeavors to obtain compensation for good will and settlement on more favorable exchange basis.
