327. In order that Department may inform interested parties telegraph whether flour tax at Canton reported in Canton despatch 715, August 15 to Legation72 is actually in force. Also whether Cunningham protested against flour tax at Shanghai (see your 597, August 3, 6 p.m.) and result if any of protest.
