- Inform the Department of the date which this communication bears.
- (2)
- Inform the Department whether or not the fact of conclusion of the treaty of July 25 has been communicated to Wang and whether or not the text has been made public in China.
- (3)
- Although it would appear that the note is a quite satisfactory response to your note of July 24, communicated on my behalf, in regard to our readiness to negotiate on tariff matters, I fail to understand that paragraph which informs you that Chao-chu Wu has been appointed plenipotentiary by the Nationalist Government.
