Inform American members of the Sino-American Joint Commission that the Department authorizes them to accept for scrutiny and appropriate action further claims for reparation under the terms of Nanking settlement of March 30 last that may be received too late for submission to the Department. The Department desires to receive detailed and tabulated record of the official action and decisions of the Joint Commission.
