I had supposed that this was also the opinion of the French Government. See your 225, August 10, 4 p.m. The object in taking this procedure is to expedite as much as possible the adherence by other powers and it seems clear that such adherence would be more likely to occur at a time when all the world is talking about the treaty. Obviously the instrument of adherence can provide that it become effective as soon as the treaty itself comes into effect.
