113. Department’s telegram 77, April 27, 1 p.m. Advise against sale. Shipment could not reach here for several weeks, by which time either agreement will have been reached56 and arms unnecessary or it may be advisable to carry out general disarmament. Too many arms already in country and expense unjustified. Mr. Stimson and Admiral Latimer concur.
