Legation’s telegrams 258, December 31, 10 p.m.2 and 259, December 31, 10 p.m. In view of Legation’s statements that conditions in Managua are serious and that the Legation and American citizens have received threats repeatedly, telegraph Department if you deem it vital for the proper protection of the Legation and American and foreign lives and property that a Legation guard be established in Managua, especially in view of statements made by President Diaz reported in Legation’s telegram of December 8, 8 a.m.3
