Sir: I have the honor to refer to this Department’s note, dated March 14, 1927, and to your Legation’s Aide-Mémoire, dated June 24. 1927,13 concerning the proposed allocation of the Yap–Menado cable to your Government in satisfaction of claims of its nationals in respect to the German-Netherlands Telegraph Company.
With respect to your Government’s claim that on account of the delay in transferring the Yap–Menado, to the Netherlands, the sum of 2,388,671. marks gold should be paid instead of the delivery of the cable,14 I regret to inform you that it has not been found possible favorably to entertain that request. It is believed that the only solution of the question is the delivery of the cable, as a full settlement of the rights of Netherland nationals. An effort is being made to dispose of this matter at a very early date.
