“December 21, noon. Referring to the Legation’s telegram 262.12 All certified checks covering tonnage dues have been deposited with the Commissioner of Customs or returned to the shipping company upon issuance and presentation to the consul general of tonnage-dues certificate expiring four months after clearance of the vessel by consular clearance only.”
