- I earnestly request authorization to inform the consul general at Shanghai that his recommendation is approved with regard to informing the Customs that American ships will pay tonnage dues at treaty rates and that if payment is refused they will proceed without Customs clearance papers.

- Surtax on tonnage dues will be discussed at a meeting of the diplomatic body on July 11th and as there is hardly time to receive your instructions by that date the Legation will reserve the position of the American Government.
