- I am informed by the British Chargé that the British Government has authorized action toward immediate implementing of Washington Treaty and instructed him that it considers that action as suggested in my 598 is an obvious and necessary next step.

- He further gave me to understand that his Government while gladly approving this way out of the dilemma is resolved nevertheless in case that that course of action should prove unsuccessful, to compound with the Cantonese in the matter of the illegal surtaxes.
