Sir: I have the honor to enclose herewith, for the Department’s information, a copy in translation of a note of July 17, 1926, from the Ministry of Foreign Affairs,18 informing the Legation of the appointment by Presidential Mandate of

  • Ts’ai T’ing-kan,
  • Ku Wei-chun,
  • Yen Hui-ch’ing,
  • Wang Chung-hui
  • Chang Ying-hua, and
  • Wang Yin-t’ai

as plenipotentiary representatives to the Special Customs Conference.
