- Ts’ai T’ing-kan,
- Ku Wei-chun,
- Yen Hui-ch’ing,
- Wang Chung-hui
- Chang Ying-hua, and
- Wang Yin-t’ai
as plenipotentiary representatives to the Special Customs Conference.
