Sir: The Department has received your despatch No. 624 of June 14, 1926, in regard to the levy of a forced contribution, in the name of the Standard Oil Company, on the native agent of the Company at K’aihsien, Szechwan, by one of the local Chinese military leaders. The views expressed by you on the second and third pages40 of the despatch under acknowledgment are approved. With respect to the question whether grounds for protest exist in this case you are informed that, in the circumstances, the Department considers that a protest could properly be made.
