Your 135, July 3, 1 p.m. Jenkins reports special bureau created for issuance of passports to Chinese proceeding to America from Liang-Kwang whose seal reads “Bureau of issuance of passports for America from Liang-Kwang.” Seal of signing officer reads “Seal of special officer issuing passports for America from Liang-Kwang.” It is trusted that this arrangement which now appears satisfactory to the Cantonese and Jenkins will meet with the approval of the Department.
