Memorandum
Referring to today’s conversation between Mr. Castle and Mr. Dieckhoff, the German Embassy has the honor to state, in the name of the German Government, that the German private property held by the United States, will, in case of its return to its owners, not be subjected to any kind of special taxation, but will, moreover, enjoy the privileges provided for in paragraph 18 of the German Federal Act of June 4th 1923, of which a translation is annexed hereto.31
