The Commissioner in the Dominican Republic (Welles) to the Secretary of State

25. In view of the precedents created by the visits to the United States of the Presidents-elect of several Latin American Republics which produced in general such excellent results, will you authorize me to inform the President-elect of this Republic that should he visit United States for reasons of health as he now purposes for a short stay prior to his inauguration, he will be invited to come to Washington for a few days as the guest of the United States Government.
I believe that the opportunity so afforded him of conferring with the President and yourself, of learning your views and of thus establishing a personal relationship would prove exceedingly beneficial in the carrying out of our future policy here. I also believe that the honor so paid the newly elected Chief Executive of the Republic will be highly appreciated by the Dominican people.
