The Secretary of State to the Minister in China (Schurman)
91. Your 123 May 7, 5 p.m. It is suggested that the objections anticipated by you and your British colleague to the last paragraph of the draft note may be obviated by substituting therefor the following:
“In making this communication, I am authorized to state that the Powers concerned appreciate the importance of the situation and [Page 520] will continue, having regard to present conditions in China, to give consideration to the question of bringing into effect the provisions of the Washington Treaty.”
In view of the fact that the Chinese Government addressed separate notes, it is believed preferable that the replies should likewise be made separately, though so far as possible in identic language.
