The Ambassador in Great Britain (Kellogg) to the Secretary of State

248. I am informed by a note from the Foreign Office that the Government has replied to the Chinese Government in accordance with the proposed communication as contained in my 229, July 2, 11 a.m.
The note to me adds:
“His Majesty’s Government regard it as a matter of the utmost importance in the interest of international solidarity in China that the powers should act in concert and I trust therefore that Your [Page 469] Excellency’s Government will concur in the view of His Majesty’s Government in this matter and that they will reply to the suggestion of the Chinese Government in a similar sense.
I am addressing a similar communication to the Japanese, French and Italian Ambassadors at once.”
