339. My 334, September 8, 5 p.m. Senior consul Shanghai reports defense commissioner on the one side and Nanking admiral on the other have both agreed to the neutralization of the Whangpoo River and to the revocation of the regulations regarding navigation of the lower Yangtze and of the Whangpoo.
This if true is very satisfactory.
