203. My telegram number 202, August 2[6], 10 a.m. As result of my representations Adnan Bey informed me this morning that naturalized Americans of Hellenic (non-Ottoman) origin, as well as naturalized Americans of Russian-Armenian origin, will be permitted to enter Turkey freely. He assured me that should naturalized Americans of Ottoman origin arrive Turkey they will not be arrested but will be requested by the police to leave the country, and he further assured me that I would be notified in each case.
