188. For Mission’s information. In a large number of resolutions and letters coming to the Department the view is expressed that the United States should not enter into any treaty with the Turks which does not make provision for safeguarding the lives and property of Christians who still remain in Turkey.
The view mentioned above would be met to a large extent by the procedure suggested in our telegram 180 of June 11, point 1.
