Sir: I have the honor to refer further to your note of May 30, 1922, in which you express the hope that it may be possible to modify the statutes now in force in this country, so as to provide for the exemption of Swedish shipowners from the payment of income taxes for the years 1917 to 1920, inclusive, and to state that the appropriate authorities advise the Department that they can not see their way clear to recommend to Congress any modification of the statutes as you suggest.
