Your April 3, 1 p.m., and April 12, 10 a.m. You may inform Haitian Government that this Government considers that the jurisdiction of the Claims Commission extends only to those claims pending on the date of the ratification of the treaty. If the Haitian [Page 406] Government concurs in this view the Department will notify those foreign governments whose nationals have claims to submit to the Commission.
