253. Department’s 114 of July 21 presented to Uchida46 who said he had already received several cables from Shidehara in regard to his conversations with you and now that I had answered his inquiry of July 13, he felt personally that a favorable response to the original inquiry of the United States would not be delayed. He intimated that Japan’s answer would probably be that they were willing to accept an invitation to take part in discussion of Far Eastern and Pacific problems along lines indicated in conversations already held and which may hereafter be held. Uchida said he would discuss the problem Monday with his colleagues and hoped to hand me an appropriate answer on Tuesday, July 26.
