Sir: I have the honor to inform you that I have received a copy of the confidential despatch from the American Chargé d’Affaires at Peking dated July 27, 1921, No. 1426,67 regarding a report to the [Page 450] effect that the Mitsui wireless contract is in fact an agreement between the Japanese Department of Communications and the Chinese Government and to state that as a result of discreet inquiries made in official circles I learn that although the Japanese Government is ready to back this contract to the fullest extent it is not technically a party to the contract.
