The Department acquiesces in the application of the passport regulations, made temporarily expedient by the war, to Americans [Page 34] entering Port Arthur leased territory and South Manchuria railroad zone on the understanding that acquiescence does not commit this Government in any respect regarding the relative rights of China and Japan in these districts or regarding the divestment of American citizens in Manchuria of their extraterritorial rights.
