The Commercial Adviser of the British Embassy ( Crawford) to the Assistant to the Counselor for the Department of State ( Auchincloss)
Dear Mr. Auchincloss: We have received a telegram from the Foreign Office to the effect that the British authorities concur in the recognition of the transfer of flag in the case of the three Chilean ships, Karnak, Alda and Göttingen on the understanding that the vessels will carry no crew, officers or passengers of enemy nationality and that they will transport nitrates to the United States.
The Foreign Office also add that they thoroughly agree with your proposal for mutual consultation between our two Governments before giving any definite reply in the event of applications being [Page 1751] made by South American Governments in the future for transfer of flag.
