No. 212. Please repeat the following to Schmedeman:
Nansen states that his Government is aware of the fact that you have copy of proposed draft of Norwegian agreement. He asks that this draft be submitted to his Government, and we have not felt that we could refuse without exciting suspicion on part of Norwegian Government, although we would have preferred to have first gone over the draft with Nansen here. You are accordingly authorized to acquaint the Norwegian Government with the terms of draft which Sheldon furnished you, at the same time emphasizing that this draft is preliminary and tentative only and that it will now be made the subject of discussion with Doctor Nansen.
