836. Department’s 718, October 20, 4 p.m.1 Spanish Government has of its own accord taken action suggested by Department. Officers and crew of German submarine B–23 which entered Corunna in July have just been sent to Alcala de Henares, a few miles from Madrid for internment. Submarine remains under Spanish surveillance at Ferrol.
