The President showed me his message to you through House of the 19th. I pointed out to him that it would probably convey to you the meaning that he is opposed to any restriction or limitation of exports by northern neutrals to Germany of their own products [Page 987] as distinguished from products received from us. He directs me to cable you that this was not his meaning; that by cessation of exports he meant complete cessation and not limitation.
