Most Excellent Sir: For your excellency’s information I have the honor to inform you that my Government recently invited by that of the Argentine Republic to attend a Latin-American congress, answered the Argentine Government in the words herein below copied:
I have the honor to acknowledge receipt of the courteous telegram of the 29th in which your excellency conveys to me the invitation of the Government of the Argentine Republic to a Latin-American congress. Notwithstanding its adherence to the sentiment of American solidarity which inspires your excellency’s note, my Government will refrain from attending the said congress at this time. I have my Government’s special direction to express its thanks to that of the Argentine Republic for the courteous invitation extended to it by your excellency. B.
