Department’s February 3, 1 p.m. The answer of the Paraguayan Minister for Foreign Affairs states that the unrestricted prosecution of submarine warfare will be greatly damaging to neutral rights, and asks that the attitude of the neutral American states be determined in a convention called to consider the question. Transcript of answer and a translation thereof by mail.1
