Consul Garrett to the Secretary of State

Laredo, Texas, July 13, 1916, 10 p.m.

Chamal colonists in mountain sent a messenger to me requesting me to ask Department’s assistance to get them out as they have been robbed until they have neither food nor money to reach border and this is why they have not come. The cheapest and best route is through Laredo, and if Department will authorize me to do so I will send one of the colony from here and bring them out.
