81. Your 52. Netherlands I Government, reserving the right to import and distribute flour, is willing to buy flour at 2.5 forms per hundred kilograms. Above contract price agreed upon at Rotterdam or Amsterdam before the war. These pods may not be consigned to Netherlands Government until the importers have sold them to the Government. Minister of Agriculture states that considerable quantities have already been obtained thus.
