The Minister in Sweden (Morris) to the Secretary of State

Just had meeting with Foreign Minister and am delighted to inform you that Swedish Government has now agreed to peace treaty in form you desire and will instruct Minister at Washington to sign [Page 8] at same time that treaties with England and France are signed as suggested in your telegram September 8.1 Foreign Minister said I might cable this to you and that formal notification would come later. He handed me copy of treaty which embodies what you desire, copy being sent by mail; if you desire can telegraph text immediately.
