The Department of State of the United States of America has the honor to acknowledge the receipt of the pro memoria of November 271 in which the British Embassy inquires as to the legal action which may have been proposed or taken in the case of the steamer Mazatlan, accused of a violation of neutrality by buying coal at San Francisco for delivery on board the German cruiser Leipzig.

In reply the Department of State begs to enclose a copy of a letter of December 10 from the Department of Justice, stating that it has failed to discover any facts in the case of the Mazatlan constituting a violation of the Federal penal laws.2
