Department’s circulars November 22, 25 and 28.2 No reports need be made on vessels in following cases: vessels carrying cargoes manifestly [Page 643] of no use to war vessels, such as cotton, lumber, grain, fertilizers, etc.; vessels engaged in regular long-established trade between ports of United States and ports in your district; vessels arriving after entering at intermediate ports and being reported on by consuls there; vessels which you have no doubt left United States ports in ballast.
