Referring to previous telegrams. Mr. Charles Davis Jameson has been engaged by the Red Cross to study and report upon river conservancy and will leave for Peking via Siberia within a few days. You will be informed of exact date later. You will inform Chinese Government of Mr. Jameson’s appointment and afford him every possible facility in his mission.
