American Red Cross, believing that much future suffering can be prevented in present famine-stricken region of China by improvement of rivers there, desires to send at its own expense an engineer to study and report upon the situation, provided the Chinese Government is willing arid desires to improve the rivers. Discreetly ascertain views of the Chinese Government. The Department trusts China will adopt the suggestion as a measure of economy and humanity.
