Please say to General Villa that the President has received his telegram of September 17 in which he expresses his appreciation of the President’s action in ordering the American forces to withdraw from Vera Cruz; that it has given the President much pleasure to receive General Villa’s message; and that he hopes that the withdrawal [Page 603] will be regarded by the Mexican people as another evidence of this Government’s desire to lend its aid to bring about the speedy establishment of a truly just and representative government in Mexico.
