Joint programme has been signed by Villa and Obregon for establishment of civil form of government. Provides for cessation of present revolutionary and military rule; the appointment of Carranza as Provisional President; the appointment of judges; provision for elections.

United support of northern and northeastern divisions gives good prospect of acceptance either willing or enforced. This union of forces increases chances of Zapata’s submission.

Call for convention already issued is unsatisfactory as it includes governors who are Carranza appointees, contrary to plan of Torreon. New programme should be carried out and will so tell Carranza at interview tomorrow noon.
