Your August 23, 9 p.m. No. 5. It has given me pleasure to bring General Carranza’s message to the attention of the President.

This Government desires to express the sincere hope that General Carranza and the people of Mexico will from now on bend every energy to avoid internecine strife, in order that the industrial and economic conditions in Mexico may become normal and that a lasting reign of peace, prosperity and progress may follow.
