130. Your 206. I have received the following from Mr. Fabela, Acting Secretary for Foreign Affairs of General Carranza:

Duly instructed by the First Constitutionalist Chief, Senor Venustiano Carranza, I beg you to convey to the Honorable W. J. Bryan, Secretary of State of the United States, the sincere appreciation of Senor Carranza for his congratulations sent to him through your worthy channel on account of the end of our struggle and peaceful occupation of the City of Mexico, and also for the desire expressed by his excellency Mr. Bryan in his message to you of the 13th instant for the entering of Mexico into a new era of peace, prosperity, and progress. Senor Carranza sincerely esteems the desire of the Secretary of State and trusts that the Mexican people, who have patriotically won their rights, will be able to preserve peace in the Republic and finally enter into an era of freedom and progress.
