At the preliminary meeting yesterday the [Carbajal]envoys manifested surprise that they were expected to make an unconditional surrender.57 When advised that nothing else had ever been contemplated they requested permission to consult their Government by telegraph, which was granted. Pending reply no further meeting is announced and no suspension of military operations has been ordered.
